The development of the Alexandria tramway was linked to the urbanization of the Raml district towards the end of the reign of Viceroy Muhammad Said Pasha in 1860. On August 16th of that year, the tram story began when the Egyptian government granted the English merchant Sir Edward St. John Firman a concession to construct a railway line connecting Alexandria and Raml, with the right to revoke the concession at any time.

Two years later, a joint-stock company was established with a capital of £12,000, divided into 1,200 shares, under the name Strada Ferrata Tra Allessandria Ramlea. Mr. Firman relinquished his concession to the new company in exchange for 30 percent of the profits during the first three years. In September 1862, the first iron rails were laid in the area of ​​Cleopatra's Obelisk (present-day Ramleh Station), marking the beginning of railway construction. The line was inaugurated on January 8, 1863, with the public being transported on that day by a single train from Alexandria Station to Bulkeley Station, passing by the Sidi Gaber Mosque. The train consisted of one first-class carriage, two second-class carriages, and one third-class carriage, and was drawn by four horses.

In 1897, the company began doubling the line between Ramleh Station and Bulkeley Station.

In June 1898, the tram line witnessed a major development when the company decided to replace the steam-powered locomotives with electric ones. However, this did not happen until January 25, 1904. The electric carriages were used to transport passengers from Raml Station Square to Saray Ras El Tin Station only, because the area extending from Saray Tram Station to Al-Muhammadiya Station, or Victoria or Al-Nasr Station currently, was the property of Khedive Abbas Hilmi II, and it became available to the public in 1909.
