Rouen (French: Rouen) is a city and commune in the Seine-Maritime department of Normandy, northwestern France. It was the historical capital of Normandy.

Following the French Revolution, Rouen became the capital of the Bas-Seine department (now the mouth of the Seine) in 1790.

The German army occupied the city during World War II from June 9, 1940, to August 15, 1944. The city was subjected to heavy Allied bombing, targeting the bridges over the Seine River and the Souteville-le-Rouen railway station in the southern suburbs.
